I think I understand what we don;t seem to see eye to eye on now.

That's what he WANTS to happen. There is no motivation for this character 
other than pure hatred to do what he is doing now. He's starving a severely 
underpopulated city and depriving it of any gold for tax collection, 
disbanding all miltia, simply for that reason, that if anyone wants to waltz 
in and take it, they can, but it will be effectively useless to them and he 
will have, very effectively, screwed both his own and the invading realm 
over. Mission accomplished; he can no head off into the blue laughing his 
head off for the years of damage he did.

And that will still leave the realm in exactly the same position as it is 
now; dying and without a hope to survive.

No matter what, he still rakes in 25% of his region tax, something no-one 
can do anything about.
