Well if that's your trouble, then why don't you just enlist outside help and
crush him with foreign armies, and force him to abdicate or see his realm
die. You could even have everyone pack up and move out of the capital and
just let them waltz in. Again, another solution that doesn't require any
changes.

If you keep attacking him, and he gets to the point where he's in serious
condition for a long enough period of time, he might just give up. I could
be wrong, but I'm fairly certain that serious wounds add up, and the more
you get the longer it'll take to recover.
Infils are hardly "public" and neither is stabbing someone in their sleep.

Exactly, I said you couldn't do it publically. Caesar is a good example of
a Democracy in BM. If you actually sit down and think about it though,
you'd realize that the King/Ruler holding effective control of the capital
is a very medieval thing indeed, and trying to get him to give it up, would
effectively be trying to get him to give up his crown as well. People had a
great number of ways to do that back then, and you still have them now.
