And I haven't heard of one instance where the offending Duke couldn't be
handled.  (That is to say a real situation.)  I haven't pointed it out, but
I did have such a Duke who did cause some serious trouble in Ethiala (FEI).
They handled it well enough for a few months.  Also instituted a change to
the fining system, but it did work.  There are ways around it, but people
are just too stubborn it would seem to think their way through it.
