Definitely and specifically opposed to this, precisely to *avoid* the
situation you cite.
How is having lots of people wanting to move their family homes a
good thing?
How is having people who *happened* to be lucky enough to get their
home in a big city (like me) getting lots more gold than those
unlucky enough to have it end up in a badlands somewhere a good
thing? Especially since the newbies won't have *any* chance of
moving their home, and most others won't have much chance either. I
think I've seen the option all of *twice* in my nearly 3 years in the
game.
I very carefully designed my suggestion to get around this problem:

There is a greater darkness than the one we fight-- it is the
darkness of the soul that has lost its way. The war we fight is not
against powers and prinicipalities--it is against chaos and despair.
Greater than the death of flesh is the death of hope -- the death of
dreams -- against this peril we can never surrender. The future is
all around us, waiting in moments of transition, to be born in
moments of revelation. No one knows the shape of that future or
where it will take us, we know only that it is always born ... in pain.
