[Discuss] Army Recruitment

That would work, at least not without some tweaking. The duchy
recruiting idea had people recruiting from any region in the duchy. If
you could only recruit from the army's home region, you would have
just one region with maybe 3 recruitment centres... it wouldn't work.

There could be a link between home region and recruiting, but I can't
think how it would work.
