[Discuss] Can a Duke remove a region lord from his Duchy?

Here's a quick one:

A Duke can appoint a noble a a region lord within his Duchy.

Is it not then possible for a Duke to relieve a region lord in his Duchy of 
that same position? And if not, why not?
