A few factors:

1. It should be relevant to the topic being discussed and not a rehash of
what has already been said repeatedly. Off topic posts are discarded
2. Top Posting will _always_ cause the post to be discarded. As will
overquoting. The moderators sometimes reject the post to indicate the error
to the poster but if the poster does not change, then they are silently
discarded.
3. Any and all inflammatory posts are discarded with prejudice.
4. Posts in any encoding other than plain-text (sometimes including HTML
formatting) are discarded mostly because they cannot be read/understood from
the moderation interface.
