I would think in a true hierarchy system that's compatible with what you're
wanting, the Ruler- or more accurately, the General would issue orders to a
message group consisting of the Dukes and their corresponding Marshals.  The
Marshal/Duke of each duchy would be responsible for ensuring everyone in the
duchy receive the orders.

It would also remove clutter from the general player's boxes, while still
allowing for a streamlined chain-of-command.
