[Discuss] CTO in townslands

How long ago was this changed that townslands could not be capitals?  I
vaguely recall Eleador or some other northern realm on EI being forced to
set up a capital in a northern townsland after they lost their city.  Also,
as far as I know, Drachenwald on Atamara was created by a CTO on a
townsland.  The only City/Stronghold they ever held was Tarasec, and that
was a brief accomplishment shortly before they were destroyed completely.
