It sounds like what you're after would require one of three things:

1) No taxes are paid on gold--"he doesn't know about your gold"
2) Some way of determining where each gold piece came from--obviously  
infeasible from a coding standpoint
3) Infiltrators cannot actually get money any way other than by  
collecting bounties

Simply not taxing gold for infiltrators would be ludicrous--how could  
the taxmen know about the gold of a trader, making deals far away,  
who hasn't been inside the realm for a month, but not an  
infiltrator's gold?

I don't think this idea of yours makes much sense.
