[Discuss] Feature request - remove council member from power

There should be more differences between government types than just
how they choose their leaders. In a tyranny, the ruler is above the
law and can do whatever they like. In a republic, the ruler should act
within the laws of the realm (most realms don't have particularly
detailed laws, which often causes a few problems, but it does seem
rather excessive to have pages and pages of laws for a fictional realm
in a lightweight game, so I guess that's somewhat unavoidable).
