Can we just say that I've drawn a different conclusion than you? From my point
of view, *you* are the one that is wrong.

The ruler should be free to issue any proclamation that they want, whenever
they want. It is their prerogative as ruler of the realm. The ruler doesn't need
the affirmation of the realm to declare something. All he does is stamp his seal
and it's done.
In addition to the already not-insignificant penalties imposed on them by game
mechanics (loss of honor and prestige), they are in danger of a possible
backlash against them by the nobles of their realm. This can result in further
loss of honor/prestige, and possible removal of them from the throne.
But all these extra consequences of the ruler's actions require action on the part
of the nobles. The game itself already levies it's punishment (H/P loss).
Everything else is up to the players.
