[Discuss] Feature request - remove council member from power

People already have the option to vote: It's called protesting. They cast votes 
by protesting the action, or not, as they see fit. If enough people see the action 
as inappropriate, then the ruler can be removed from power via 
protest/rebellion/etc. Then the questioned person's supporters can re-instate 
the titles once they assume power, if they do indeed have enough support.

I see no reason to make it an "official" vote.
