No, I wasn't trying to break the treaty.  I was bringing it up because 
it was brought up to the council because my general refused to do it 
because he thought it was an abuse.  I then messaged Tom directly and he 
told me to bring it here.  I don't think it's an abuse and I wanted to 
make absolute sure before I started ordering people to sit in the regions.
