[Discuss] A new region statistic

The damage done by a brutal takeover and looting is much too easy to solve,
hang rebels for a day or two, do some survey administration and hold court
and the region forgets that it was ever treated so cruely within a week or
two.

With that in mind, I propose a new region statistic that will help remember
these atocities: "Resentment," a kind of festering anger. For every evil act
(looting, brutal/hostile takeovers, etc) done to a region, the resentment
towards that realm will go up. Resentment will be virtually impossible to
cure manually, but could slowly drop over time. Thus the region would
remember the cruelty of realms for several months.

The effect of resentment would be loyalty and morale penalties during normal
daily region reports. If resentment was at 100%, perhaps losing ~10-15%
morale per day and 2-3% loyalty. The region shouldn't lose much loyalty or
it would be virtually impossible to capture any region with 1% loyalty with
much resentment. Resentment should make a region difficult to maintain, not
impossible to stabalize.
