[Discuss] "Anything goes" vs "Player policed"

I suggest taking back some level of control over the colonies - rulers
should still be punished if they fail to keep control.  If players
only have to police if they want to, there is no difference between
player policing and "anything goes".  Players on Atamara are still
going to try and enforce some level of law and order, it's just
they'll do it their own way, rather than by the rules Tom has set
down.
