[Discuss] Tyrants Not Being Tyrants

I don't know if it's been mentioned yet, because frankly, this list
has been getting spammed with 2-way messages of late and I've stopped
paying attention.  But I thought I'd remind everyone that protests in
a Tyranny, Monarchy, and (I think) Theocracy have far less effect than
protests in Republics and Democracies.  That's been set into effect
for quite awhile.  Whereas in a Republic or Democracy, it takes just a
few of the nobles protesting publicly to result in loss of prestige
and a few more to remove them from power, the stricter, more hardline
ruler types take a lot more beatings before the protests have any
effect on the game mechanics itself.

In that sense, the game already employs a form of what Thomas suggested.
