My understanding is that if they 'start' a new character in your realm
there simply is nothing you can do about it, except it have eventual RP
that might later cause banning down the road for other reasons, but you
cannot ban them just because it the new char is related to different
despised noble.
And I was under the understanding that nobles arriving from other
continents couldn't be banned for family related issues either, they are
new to the island, without a reputation so to speak.
You can ban nobles that have had noted connections with enemy realms,
this makes gameplay balance and RP sense.
But I believe this has been discussed in before and somebody can look up
what Tom ruled in the archives.
