I'm aware it's a "lightweight game." But nevertheless there ARE orders given
(no, not by me as Judge) and if they aren't followed, they are punishable by
fine. There's a reason Generals can give orders and Judges can give fines.
BUT, I do not punish if a player just didn't log in to do it, since that
would punish the player not the character. And the way I tell if a player
wasn't there to do that is twofold: one, discussion with the player and two,
logon times. If a player hasn't been active for 4 days, OBVIOUSLY he won't
be able to follow orders from 1 day ago, will he? Hence he shouldn't be
punished. Unfortunately now I cannot tell if this is the case.

So now I have a choice.

1, don't punish anyone for disobedience again.
2, punish anyone for disobedience even if they were or are inactive.

I don't like 1 since it compromises the military and the government of the
realm, and I sure as hell don't like 2 since it'll violate inalienable
rights. Not much of a choice is it? Now do you see why that "last seen"
feature is good? It helps protect inalienable rights.
