An interesting point... but now, instead of two realms fighting over that
region, you've now got three, or possible even more, (the previous Region
Lord... the new Region Lord trying to be appointed; making the total five)
fighting over one region.

I don't know if this is already coded or not, but I'm working under the
assumption that buying a region makes all the stats drop: if you're going to
buy a region while it's still disputed, I'd suggest that making the stats
drop even more would be appropriate. After all, there'd be chaos at lest in
the government, but also in the markets, (is the tax rate 12% or 17%?) the
militia, (should we arrest this noble or let him into the city/main
village?) and the fields, (do we send the food north, west, or south?)

However, adding another varible to the region race might give the minor
nobles from that region a figure to rally around, so it might be nice,
(based on what realm the buyer is from or maybe randomly) to make the stats
go up: the guy does have the papers after all... and a guy willing to buy
his way in is better then the guys willing to slaughter their way in. If
you're going to side with someone, it's probably better for your health to
side with the guy whose got wealth. Gold equals powerful friends, or
something like that.
