Because an undisputed claim is between realms, and so the people won't
accept a new lord. However, when someone comes along with forged papers and
says "This title is mine through birthright, my great great great great
grandpa was duke" or something to the effect, and then hands over a bunch of
gold, people don't care as much. Money makes the world go round and
loyalties can easily be bought.
