Indeed. They can keep track too, but only the council can see if they really
logged in or not.

An interesting way of looking at it. I like it, but in bm, the Arch Priest
is the judge. The only one who can banish someone, and if one wants a realm
where people follow orders well, then banishing those who do not follow
orders is necessary from an IC perspective.

They do help, but they cant see if people logged on or have been inactive
for 7 days.

Why not? A tyrrant at the very least would surely banish someone if they
ignored him.
