They are being enforced with game mechanics.  There _are no_ mechanics
available to allow two realms to merge.  Best thing you can hope to
accomplish is to allow a friendly realm to declare war, attack/destroy/TO
your regions, which is _clearly_ not an intended result of any realm merger.
