With enough gold you can build bigger recruitment centres and get more
recruits. Low population just slows things down, as someone's already
said, you can just wait for the levels in the centres to build up.

I would imagine that would be very hard to code. For example, what
happens when you recruit more men to the unit? Half of them will be
from one realm and half from another. And then when they die, do they
die evenly from each group (unrealistic) or die at random (harder to
code)?
The simpler method would simply be to have some men desert when you
change realms, and the morale to drop. Less effective, but far
easier. That might already happen, I'm not sure - I haven't changed
realms with a unit very often.
