My first thought is that a possible explanation is that I know many 
former Avamarians went to Oligarch or other realms after Avamar fell.  
After the rebellion in Kalmar Islands, many of them left Oligarch to 
join the new Avamar, so perhaps the rise in CS can be attributed to TLs 
leaving Oligarch and taking their units with them.
