A couple people meeting in an IRC chat room to discuss strategy in a war is
cheating?
Would you be so kind as to provide a link to the web page that provides this
rule? I would probably even settle for a web page that hints that this could be
frowned upon. So far, I haven't seen it on the official site, or on the Wiki.
It's not cheating just because *you* don't like it. It's cheating if there is a rule
that forbids it.

The real costs of implementing this system would far outweigh any small bit of
"realism" that might be gained.
