There is an in-game message system. It has certain limitations and
disadvantages built into it. For example, you can't message just
anyone from a foreign realm. And, your messages might be discovered
when a prisoner is tortured.
Finding ways to foil these limitations is *cheating*. It always has
been. Once upon a time, we could write our own scribe notes (before
things like battle reports were recorded automatically) - but people
started using them to send orders and "secure" information, since they
expired in 3 days instead of 14, so Tom yanked the feature.
Adding message delay would just be one more limitation built into the
system, which already has many.
