This "idea" will end discussions in BM. And therefore its a bad idea, cause it simply ruins gameplay entirely. (e.g.: Reply=>Respond=>Reply=>Respond take an entire tick, which is too long and thus people wont conduct discussions)
And about your free to log in, your actually aiming at the opposide. If person A sends orders and they take 3 hours to arrive then person B has 9 hours to take action instead of the regular 12 (assuming this person always follows orders at whatever the costs).
The only thing this feature is usefull for is External contacts, with other Rulers for example

The more I think about it, the more I like the idea. Because it also
solves a few other gameplay issues.
For example, if you get informed about distant events and receive orders
with a delay of a few hours, the turn times aren't the single optimal
times to log in anymore, and people would probably feel more free to log
in whenever it suits them.
