[Discuss] Rogue Priests

It seems to me that priests cannot be captured if they are rogue or banned from a realm.  Is this a bug or is meant to be that priests who are rogue cannot be captured/imprisoned?  With them having the ability to incite the people, cause riots, lower loyalty, etc. it does not seem right that there are no reprocussions against them.
