If you're RPing with someone in a different region then the RP most
likely consists of exchanging letters - the whole point is that that
shouldn't be instant. If the RP consists of a conversation, you
should be in the same region. If you started in the same region but
had to move out before you'd finished RPing because the RP takes
longer OOC than IC then there is a slight problem. This could be
solved by holding the rest of the RP in OOC messages that wouldn't be
delayed... it all depends on if people can be trusted to use OOC
messages appropriately.
