In general, I haven't noticed much change--though most of the  
continents I'm on are still Titan-governed, so I wouldn't expect to  
see any there.  As I have only one character on Atamara, I was only  
able to notice Wulf-gar stepping down twice within a short period to  
allow Krypton the Bold back into office, and none of the other things  
Tom Struik mentions.  I would consider that a minor, if annoying, issue.

As LilWolf said, on Atamara we tried to stick to the rules even  
though we knew there would be no enforcement.  In fact, I was one of  
the primary proponents of that approach.  My feeling is that if you  
need the threat of enforcement to stick to the rules preventing you  
from taking away other people's fun, then something's wrong to begin  
with.

However, since there will always be some who misunderstand the rules,  
or who don't, for whatever reason, think they apply to them, or think  
they won't get caught, I *do* believe that enforcement, and  
punishments tailored to the crime, are an important part of any  
system of rules.
