But, as has been said, Tom is notorious for not wanting to give  
*rules* for such things, so *all* we have to go on is his precedent.

In the particular case at hand, I don't think there's the slightest  
danger, as the situation is very conducive to a natural secession (a  
whole duchy cut off, the Duke has already been a bit at odds with the  
ruler and the rest of the Council...).  On the other hand, I also  
don't see any problem with suggesting that there *might* be a problem  
if you hear someone discussing something that you *know* has led to  
lightning bolts in the past.

However, if it's significantly different from such past occurrences,  
insisting that it *will* bring a lightning bolt is pretty  
counterproductive.
