But it's not, because the penalty for destroying a realm won't be  
permanent, and won't extend to the whole continent.  Other people  
could TO those newly-rogue regions, and with enough patience, so  
could the realm that destroyed their former realm.

There are various other ways to get the regions, too.  I don't think  
that this is too much of an issue, really.
