Tom has made it very clear that claims do not simply disappear when  
the realm holding them dies.  He has also carefully avoided telling  
us exactly what *does* happen in such a case.

I think he's trying to get us to understand that it's better to find  
some way of making peace with the realm you're taking land from--even  
if that means giving some of it back--than it is to destroy them  
utterly.  That gives small realms some serious leverage in peace  
talks with big neighbours trying to steamroll them--after all, if  
they won't surrender under the terms you've offered, you'll have to  
destroy them, which (for all we know) may cost you the regions they  
had claims on for a very long time, sending them rogue and making  
them hate you a great deal.
