[Discuss] Prestige req for ruler changed?

I wonder if the prestige requirement for ruler has changed. My char on the
Far East has 11 prestige and it says the follow line about him when I check
to see who is eligable.

"not enough prestige, but he might be eligible (if nobody is fully
eligible)."

It used to be 10 prestige for ruler.
