There are people who cannot be judge in one realm and king in the
other without having the two characters work together with no
underlying RP reason to do so.  That's a problem."

It is a problem, I certainly agree, but that is the time when the players
need to stand together and judge the player, see if he can do it in a good
way.
Why punish all because of some? Let their be opportunities, not closed
doors.
