I think not.  I don't think it's fun that two council positions  in one same
island to be played by the same person, regardless of his or her ability to
roleplay and keep his or her characters separate.

Give other people a chance!  Now, neither my players or I have anything
against the Kain family holding council positions, but still I've never
played a character in the council, I don't know what it is like, and I'd
like more people like me to have a chance at experiencing that.
