BM is a lightweight game, which means one character doesn't take very
long to run.  People generally want to play more than that, or want to
have another character to have fun with while their first is going
through a boring patch.  Restriciting everyone to one character would
make the game extremely boring - consider what you'd do during a week
long serious wound.

It would also dramaticly increase the number of multicheaters, so you
may well have 1 player with 2 council positions, but you wouldn't know
it because they're using separate accounts.
