I've been saying it for a long time now, but:

Leaders have as much power as the people give them.

This is currently most true of the General, and least true of the  
Judge.  The General can, on his own, only write his bulletin and  
assign/disband militia.  The Judge, on the other hand, can remove  
people from the realm entirely upon a whim.

As more and more power is moved from the High Council to the feudal  
hierarchy, the unity of a realm will depend more and more heavily on  
the ability of the High Council--and probably mostly the Ruler--to  
*keep* the realm united.

This seems like a good thing, overall, to me.
