And what if they have greater numbers all by themselves?

If even half the stories I've heard are true, a small realm would  
have serious trouble trying to defend its borders against the PMW at  
the height of Perdan's power.  Enough militia to defend yourself in  
*every* *region* is prohibitively expensive (believe me, I know!),  
and if they can attack Region A while you're moving to defend Region  
B next door, which they were misdirecting to until 5 minutes ago,  
then you'll lose Region A.

And I have seen whole realms, or at least significant portions of  
them, be able to do a misdirect-then-move strategy, not at the very  
end of the turn, but late enough that their enemies couldn't move  
more than a portion of their army to compensate.
