4) Don't fight them.

Pick someone else to fight.  If they attack you, just go on the
defensive - late turn movements are less of an issue if you're just
sitting on your border with militia in every region.  If you're not
evening trying to attack them back, you'll almost certainly win, and
they'll get bored.  The only way to beat a completely defensive enemy
is with much greater numbers, and late turn moves using troops from
multiple realms are extremely hard to orchastrate.
