Well, that's already dealt with in the one hour lose for cancelling
movement. Maybe that should simply be increased - how about half the
length of the journey, up to a max of half the number of hours you
have left. Travel isn't something which actually happens at the turn
change, it happens the whole time since you click the link (that's why
you can't use the region's facilities), so when you cancel it, you
should already be some of the way there, and have to turn around and
come back. Half the length of the journey would mean you'd gone 1/4
of the way, and had to come back, which is actually rather generous
considering most movements are canceled after nearly the entire turn,
so you should be almost there, but using the time since you clicked
the link in the calculation would be far too complicated to be worth
it.
