In real life, you have a chain of command that the troops follow. If a
general gives an order but the colonel is absent, the second-in-command of
the unit relays the order. So my suggestion is to allow multiple TL's to be
put in charge of a unit, in a chain-of-command hierarchy. Any of the TL's
can give orders to the unit.
I realize this wouldn't be trivial to implement, but I think it would solve
the problem and help make the game lightweight the way it's supposed to be.
