That's been a point of discussion for ages. Late turn movements as they used
to exist have completely vanished already, partially due to the misdirect
code.

I wonder if having scout reports give info from the beginning of the turn
will really make the game more lightweight. I doubt it, actually. For orders
to be followed by about everyone, generals would still have to give them at
the start of the turn, preferably even the turn/day before.

But the fact that scout reports won't give real time info, but really just
the info from the turn before we just slow the process. It would make
getting early scout reports even more important, to see what your enemy did
the previous turn. At least now you can see if your enemy is moving. By the
time you notice, it's too late to retreat with the entire army, or still
react. But you have the time to prepare your move for the NEXT turn.
