Well, there are only 4 ways to get the title of Duke in a Republic:

1) Be appointed
2) Buy the title
3) Claim it for your religion (not, I believe, implemented yet)
4) A bug

He clearly did not do (1), and you have to be a priest to do (3) (if  
it were even implemented), so that leaves just (2), which he said OOC  
he did not do, and (4).

So either he is lying out-of-character--a big no-no--or he is  
willfully profiting from the effects of a bug--an even bigger no-no.

So, Jeff, which is it?
