Why not consider the Titans as policy enforcers aka government of the
democratic community?
Agreed that they were appointed not by a vote but by Tom but they still take
decisions based on discussions _and_ more importantly, are neutral because
they are not allowed to have a character on the islands they are the titans
of.

The amount of "bureacracy" due making the _entire_ community democratic and
having a say in all the decision will only increase the time and headache it
requires to take a decision. And in addition, there will _always_ be someone
who will not be happy with the decision and say the community democratic
model sucks and we need a new/better model etc..

This will be a never ending debate. A better solution imo would be to
support the Titans and not bring each and every decision taken by them to
the list or protest/make fun of them everytime they take an action. From
what I see, the situation the Titans are between a rock and a hard place.
Damned if they take a decision and damned if they don't!
