If you reset the paperwork without removing the ruler from the list,
people will just put their vote back to the ruler as soon as he's
elected.  Removing the ruler means people have to vote after the ruler
is removed and before the next election if they want to vote him back
in.  It also means if the new ruler steps down to let the old ruler
back, people have to actually go and vote for the old ruler, rather
than it being almost automatic.
