[Discuss] Election suggestion

resetting paperwork is a very good suggestion. the not able to vote for  current ruler has no effect, cause you always have those people that  get elected and resign again to let the previous ruler come to power.  Instead them being able to be voted into the ruler position for a month  would be a better idea.

I like the election thing, it would make sure that votes are actually 
_consciously_ cast, instead of being set once and then forgotten.
