Plain and simple. "Angry god" is Tom taking over as sole "Titan" of
EI. It's all part of the test he's been running to determine which,
if any, system seems to work the best. Whereas the Titans discuss
matters and come to a decision together, Tom acts alone. Instead of
warnings and public reprimands, with the occasional removal from
power, Tom is going with the lightning bolts or worse.
They will always be incorporated with violations of the Social
Contract. There is nothing Random about them, nor should this be
considered In Character actions. Essentially, the violating player is
getting smacked by the game creator. A "Lightning Bolt" is simply how
the characters themselves view what is going on.
If you think it shouldn't be taken seriously, then there's a larger
issue to deal with. Consider a bolt with no permanent record a chance
to change for the better. Or else perhaps the next bolt will delete
the character- or the account. I'd say there's no "higher ranking
human" than the game creator.
