Is this why the ruler of Old Grehk and  Melhed we're also lightning bolted?

lightning bolt and seriously wounded. Here is the interpretation of a local

Once again these are going to go to complete waste, these two we're just
this morning re-confirmed as being the leader of the said realms and you
think they won't be voted back into power? If they don't leave any messages
in you're family history then, apart from a nuisance for 12 hours and a
message that most of the damn game won't understand.

What on earth does it achieve? It would hardly make me shivver in my boots
knowing fine well i'd be voted back into power with no real punishment
behind it.
